Regualr Council Meeting
February 1, 2010
Village Hall 7:30 P.M.

President Pro-Tem Mathers called the Regular February 1, 2010 Meeting of the Constantine Village Council to order at 7:30PM at the Village Hall.

ROLL CALL
Present at Roll Call: Trustees Brewer, Brown, Harder, LaFluer, Moore and Pro-Tem Mathers. Also present: Manager Honeysett, Treasurer Strawser, Administrative Assistant Lammott and Clerk Strawser. Absent: President Weiss. The pledge of allegiance followed Roll Call.

AGENDA
Motion by Brewer, Seconded by Harder, to approve the agenda as set forth. Motion passed by affirmation 6- 0. (Absent: Weiss.)

MINUTES
Motion by LaFluer, Seconded by Harder, to approve the Regular January 18, 2010 Meeting minutes as presented. Motion passed by affirmation 6- 0. (Absent: Weiss.)

NEWSLETTER PRINTING OF MINUTES
Motion by Brown, Seconded by LaFluer, to approve the abridged version of the Regular January 18, 2010 Meeting minutes as presented. Motion passed by affirmation 6- 0. (Absent: Weiss.)

AUDIENCE PARTICIPATION
President Pro-Tem Mathers welcomed the CHS students in attendance.

In response to questions , Manager Honeysett said he thinks Fleis & Vandenbrink has completed the engineering for the Sixth Street Paving Project with the next step being the project engineers to seek bids for the work. He said that while the metal pipe that caused delay of the Garden Street sewer sleeving has been ground down, temperatures continue to delay sleeving.

SHERER SEPARATION AGREEMENT
In response to questions, Manager Honeysett said that because the changes to the Officer Sherer separation agreement were minor language changes, and because the Council’s previous acceptance was only of Mr. Sherer’s resignation, the Council did not have to approve the amended agreement.

ORDINANCE CODIFICATION
Codification proposals were offered from American Legal Publishing and Municipal Code, including posting the Ordinances and Zoning Code online. Ruth Fazio, American Legal, presented her company’s proposal and answered questions. The Council asked that Elen Fox, Municipal Code, be invited to attend the March 1 st meeting (obligations precluded her earlier attendance).

FOP (FRATERNAL ORDER OF POLICE) CONTRACT NEGOTIATIONS
Manager Honeysett said that while there was a lot of work ahead, there was no real challenge regarding the new police contract. The Personnel Committee will meet before presenting the contract to the Council.

2010-2011 BUDGET UPDATE
Manager Honeysett reported he has begun the new budget, but expects another 60-70 hours in the process before presenting it for Council review. Budget Workshop(s) are expected in March, date(s) to be determined.
