Regular Council Meeting
October 18, 2010

President Weiss called the Regular Monday, October 18, 2010 meeting of the Constantine Village Council to order at 7:30PM.
Present at Roll Call: Trustees Robert Brewer, Mark Brown, Willie Harder, Cindy LaFluer, Gary Mathers, Sarah Moore and President Patricia Weiss. Other elected officials present: Treasurer Donna Strawser and Clerk Ruth Strawser. Village employees present: Manager Mark Honeysett, Police Chief Bedell and Administrative Assistant Diana Lammott. The pledge of allegiance followed Roll Call.
APPROVAL OF AGENDA
Motion by Brown, Seconded by Moore, to approve the agenda as presented. Motion passed by affirmation 7 – 0.
MINUTES
Motion by Brewer, Seconded by Mathers, to approve the Regular October 4, 2010 meeting minutes as presented. Motion passed by affirmation 7 – 0.
NEWSLETTER MINUTES Motion by Brown, Seconded by LaFluer, to approve the abridged version of the Regular October 4, 2010 minutes for newsletter printing as presented. Motion passed by affirmation 7 – 0.
PAYMENT OF THE BILLS
Motion by Mathers, Seconded by Brewer, to pay the bills and make the necessary transfers totaling $189,715.23. Motion passed by Roll Call 7 – 0. Voting YES: Brewer, Brown, Harder, LaFluer, Mathers, Moore and Weiss.

CONSENT AGENDA
MANAGER
Manager Honeysett read the list of meetings he attended in September 2010, adding that there was a Special DDA meeting on September 30, 2010, that he had not attended the September 21 st Rotary meeting, and informing the Council that Alternative Education Advisory Committee was renamed the Constantine Technical High School Advisory Committee. He spoke in more detail about the building inspections on 320 and 325 South Washington Street, the Council will likely be asked to consider demolition of both buildings, and the walking inspection of the West Sixth Street Paving Project, all involved pleased with the results.
POLICE
Trustee Brewer synopsized the list of police department activity for the month of September 2010.
DPW
Trustee Harder synopsized the DPW activity for the month of September 2010.
FIRE
Trustee Moore read the fire department report on call volume and training submitted by Chief Haydon for the month of September 2010.
Motion by Moore, Seconded by Mathers, to accept and file the Manager’s and Commissioners’ reports as presented. Motion passed by affirmation 7 – 0.
UNFINISHED BUSINESS
MAJOR GENERAL BANDHOLTZ MEMORIAL
Bandholtz Memorial Committee members Weiss and Brown said they met immediately prior the council meeting. President Weiss said the Governor Barry Society declined placing the stone at the Barry Museum and Trustee Brown suggested the stone be placed at an angle to meeting room entrance. The Council declined the Clerk’s reminder that they could recess to look at the proposed location as unnecessary.
Motion by Brown, Seconded by Weiss, to place the Major-General Bandholtz memorial stone on the Village property at the east corner of the Village Hall. Motion passed by affirmation 7 – 0.
PROFORM CURED-IN-PLACE LINING
In response to questions, Manager Honeysett said camera work on the proposed new lining projects would cost an minimum $1500, with DPW employee King agreeing it would be a needless expense. Manager Honeysett apologized for not having a written proposal, but offered price quotes. He repeated the start and stop locations for the projects.
Motion by Harder, Seconded by Weiss, to authorize the Village Manager to contract with ProForm Lining, 226 S. elder, Mishawaka, Indiana, for installation of 280 feet of cured-in-place lining on Birch Street and 730 feet of cured-in-place lining on East Water Street at a cost of $31,300.00 taken from the Dell lawsuit money. Motion passed by Roll Call 7 – 0. Voting YES: Brewer, Brown, Harder, LaFluer, Mathers, Moore and Weiss.
Manager Honeysett said that sewer flow has been substantially lower following several lining projects, but that it is too soon to tell if that is because of a dry summer.
NEW BUSINESS
AWARD PRESENTATION
Trustee Harder presented Scott King with the Edward Dunbar Rich Service Award.
GENERATION E INSTITUTE PROPOSAL
In response to questions, President Weiss aid she was impressed with the Generation E Institute presentation at the Small Town and Rural Conference and that the Village has already received the Constantine Schools support, as well as tentative approval of partial funding from AEP (Indiana-Michigan Power), that Three Rivers and Sturgis are also seeking funding to participate, and expressed her strong support for the one-year, 5-step model for introducing small business creation to middle and high school students since in the new economy, new jobs will come from small business.
Motion by Moore, Seconded by Brown, to authorize the Village President to send a letter to the St. Joseph County Economic Development Corporation asking they seek funding for the Generation E Entrepreneurial program from businesses and non-profits. Motion passed by affirmation 7 – 0.
