Regular Council Meeting
April 5, 2010
Village Hall 7:30 P.M.

President Weiss called the Regular Monday, April 5, 2010 meeting of the Constantine Village Council to order at 7:30PM at the Village Hall.

ROLL CALL
Present at Roll Call: Trustees Mark Brown, Willie Harder, Cindy LaFluer, Gary Mathers, and President Patricia Weiss. Absent Trustees Bob Brewer, Sarah Moore, and Clerk Strawser. Also present: Manager Honeysett, Treasurer Strawser, and Administrative Assistant Lammott. The pledge of allegiance followed Roll Call.

APPROVAL OF AGENDA Motion by Brown, Seconded by LaFluer, to approve the agenda with stated below corrections. Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers, and Weiss.

Corrections: Moving V. Payment of the Bills” after VIII. New Business

MINUTES Motion by Mathers Seconded by LaFluer, to approve the Regular March 15, 2010 meeting minutes. Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers, and Weiss.
Correction next meeting date “Date of March 26, 2010 to March 29, 2010” page 7

Motion by Brown, Seconded by LaFluer, to approve the Special March 22, 2010 meeting minutes.

Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers, and Weiss.

NEWSLETTER PRINTING OF APPROVED MINUTES
Noted that there was no abridged version of March 15, 2010 meeting.

Motion by Brown, Seconded by Mathers, to approve the abridged version of the Special Council Meeting of March 22, 2010 meeting minutes as presented for newsletter printing. Motion passed by affirmation 5-0. President Weiss abstained having been absent from that meeting.

Motion by Mathers, Seconded by Brown, to approve the Special March 29, 2010 meeting minutes after corrections. Motion passed by roll call 4-0, Voting YES: Brown, Harder, LaFluer, and Mathers. President Weiss abstained having been absent from that meeting. Correction add in “to be ” before passed page 11

MICHIGAN NATURAL RESOURCES TURST FUND GRANT RESOLUTION

Manager Honeysett said that the previously approved MNRFT Grant application required to be passed by formal resolution.

Motion by Brown, Seconded by LaFluer, to approve the abridged version of the Special March 29, 2010 meeting minutes. Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers, and Weiss.

AUDIENCE PARTICIPATION
No one rose to speak.

PROFORM PAYMENT REQUEST
Motion by Mathers, Seconded by Brown, to approve the payment to ProForm Pipe Lining Company, Mishawaka, IN, in the amount of $61, 463.50. Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers and Weiss.

MNRFT GRANT APPLICATION
Manager Honeysett said the Michigan Natural Resources Trust Fund Grant application for improvements to Riverview Park was mailed March 30 th. The LifeTrail project has been renamed “And Fitness For All”.

SAFE ROUTES TO SCHOOL UPDATE
Copies are available of the MSUE Safe Routes To School preliminary report and recommendations. Funding is currently prohibitive, but grants may become available for some parts of the proposed projects. The follow-up meeting is yet to be scheduled.

WEST SIXTH STREET RESURFACING
Manager Honeysett anticipates bid letting will take place in early June, with work taking place between July 4 and September 3, 2010.

SEWER VIDEO – BIRCH AND LOCUST STREETS
Motion by Brown, Seconded by Mathers to authorize the Village Manager to contract with Clean Earth, Kalamazoo, MI, to video up to 2,306 feet of sewer line on Birch Street west of South Washington Street, Locust Street west of South Washington and East Second Streets between White Pigeon and Depot Street at a cost of $1.00 per foot. Motion passed by roll call 5-0. Voting YES: Brown, Harder, LaFluer, Mathers, and Weiss.

PAYMENT OF BILLS
Motion by Brown, Seconded by Weiss, to approve the bills and make the necessary transfers totaling $ 34,654.81. Motion passed by roll call 5 – 0. Voting YES: Brown, LaFluer, Harder, Mathers and Weiss.
