Special Council Meeting
March 22, 2010
Village Hall 7:30 P.M.

 

President, Patricia Weiss called the Special Council Meeting to order at 7:30 PM on March 22, 2010. Present at roll call: Trustees Brewer, Brown, Harder, LaFluer, Mathers, Moore, and President Weiss. Also present: Other elected officials: Treasurer Strawser. Village employees: Manager Honeysett, Fire Chief Haydon and Assistant Fire Chief Bingaman, Skelton as recording secretary. Absent: Clerk Strawser.

President Weiss appointed Marcia Skelton Recording Secretary.

President Weiss Called the Public Hearing to order at 7:35 PM so the Village Council could hear public comment on the proposed 2010-2011 budget. No public comments were made. President Weiss closed the Public Hearing at 7:47 PM.

Manager Honeysett summarized the Management Executive Summary and the 2010-2011 Budget Highlights. Presenting a balanced budget. The tax levied on the village will be the same as last year, 14.95 mills. The total budget will amount to approximately $2,100,000.

Motion by Brewer, seconded by Moore to accept the 2010-2011 budget and Resolution to adopt the 2010-2011 Budget. Motion passed by roll call 5 to 2. Voting yes: Brewer, Harder, Mathers, Moore, and Weiss. Voting No: Brown and LaFluer.

Resolution Number 10-02
RESOLUTION TO ADOPT 2010 - 2011 BUDGET

Whereas, the Village of Constantine is required to operate on an adopted budget, and

Whereas, the fiscal year for the Village of Constantine begins April 1 of each year, and

Whereas, the Village Council held a public hearing, duly noticed and published, on March 22, 2010, during which public comment regarding the budget could be considered, and

Whereas, the Village of Constantine is required to adopt a budget for each fiscal year prior to the commencement of that fiscal year;

Now, Therefore Be It Resolved, that the Village Council of the Village of Constantine hereby adopts the proposed Budget for Fiscal Year 2010 - 2011, which begins April 1, 2010, and

Further Be It Resolved, the proposed budget is based upon an anticipated levy of fourteen and ninty-five one-hundredth (14.95) mills, with ten and one half (10.5) mills dedicated to general village operations, one and six-tenths (1.6) mills for the 1997 Sewer Pipeline Debt Retirement Fund, one (1.0) mill for Water Debt Retirement, one and eighty-five one-hundredths (1.85) mills for the 2001 Sewer Pipeline Debt Retirement, and

Further Be It Resolved, all claims against the Village of Constantine shall be approved by the Village Council prior to being paid, excepting claims which are due prior to the next available date for Council approval, and excepting claims for which early payment will allow the Village to receive a discount, provided that a list of all claims paid under those provisions be provided to the Village Council at the Council meeting where the next months claims are approved, and

Further Be It Resolved, that compensation for non-represented employees shall be established April 1, 2010 as outlined in the Salary Allocation Schedule inclusive of the proposed 2010-2011 budget.

Motion by Brown supported by LaFluer to table the 2009-2010 budget adjustments until next week, when the Village Manager can come forth with appropriate mechanisms for the council to monitor the budget within the confines of time available by the village staff, and to set a special meeting for next Monday, March 26, 2010. Motion passed by roll call 5 – 2. Voting yes: Brewer, Brown, Lafluer, Mathers and Moore. Voting No: Harder and Weiss.
