Special Council Meeting
November 25, 2009
Village Hall 8:00 A.M.

President Weiss called the Special November 25, 2009 Meeting of the Constantine Village Council to order at 8:00AM at the Village Hall for the purpose of considering contracting with ProForm to video 175' of 6" sewer line in the 100 block of E. Water and to consider contracting with ProForm to install cured-in-place lining in 175' of 6" sewer line in the 100 block of E. Water should the video work confirm that there is groundwater infiltration in that line .

ROLL CALL
Present at Roll Call: Trustees Brewer, Brown, Harder, LaFluer, Mathers, Moore and President Weiss. Also present: Manager Honeysett, Treasurer Strawser and Clerk Strawser.

SEWER VIDEO CONTRACT - EAST WATER STREET
Manager Honeysett said that Clean Earth informed him that the cost of previously authorized camera work for 175 feet of 6-inch sewer line in the 100 block of East Water Street was based on a minimum of 1500 feet, and therefore the actual cost would be $750. In discussions with ProForm Pipe Lining regarding previously authorized work, ProForm representatives offered to do the work at a cost of $400 which could be rolled into the cost of sleeving if camera work revealed a necessity, since they are already doing sleeving work in the Village.

Motion by Brown, Seconded by LaFluer, to approve the agenda as presented. Motion passed by affirmation 7 – 0.

CURED-IN-PLACE LINING – EAST WATER STREET
Motion by Mathers, Seconded by Moore, to authorize the Village Manager to contract with ProForm, Mishawaka, IN, to videotape 175 feet of 6-inch sewer line in the 100 block of East Water Street at a cost of $400.00. Motion passed by Roll Call 7 – 0. Voting YES: Brewer, Brown, Harder, LaFluer, Mathers, Moore and Weiss. Voting NO. None.

Motion by Brown, Seconded by Mathers, if determined necessary based on camera work, to authorize the Village Manager to contract with ProForm, Mishawaka, IN, to install cured-in-place lining north of two buildings in the 100 block of East Water Street at a cost not to exceed $15,325.00. Motion passed by Roll Call 7 – 0. Voting YES: Brewer, Brown, Harder, LaFluer, Mathers, Moore and Weiss. Voting NO. None.
