Regular Council Meeting
November 2, 2009
Village Hall 7:30 P.M.

President Weiss called the Regular November 2, 2009 Meeting of the Constantine Village Council to order at 7:30PM at the Village Hall.

ROLL CALL
Present at Roll Call: Trustees Brewer, Brown, Harder, LaFluer, Mathers, Moore and President Weiss. Also present: Manager Honeysett, Treasurer Strawser, Administrative Assistant Lammott and Clerk Strawser. The pledge of allegiance followed Roll Call.

AGENDA
Motion by Brewer, Seconded by Brown, to approve the agenda as presented. Motion passed by affirmation 7 – 0.

MINUTES
Motion by Brown, Seconded by LaFluer, to approve the Regular October 19, 2009 Meeting minutes as presented. Motion passed by affirmation 6 – 0. ABSTAIN: Moore.

Motion by Mathers, Seconded by Harder, to approve the abridged version of the Regular October 19, 2009 Meeting minutes with full resolution for newsletter printing. Motion passed by Roll Call 6 – 0. Voting YES: Trustees Brewer, Brown, Harder, LaFluer, Mathers and President Weiss. Voting NO: None. ABSTAIN: Moore.

AUDIENCE PARTICIPATION
President Weiss welcomed the CHS students in attendance.

Trustee Brewer introduced his daughter, and 2 nd Lt. Daniel Seman, the latter about to begin Air Force pilot training.

CURED-IN-PLACE LINING PROPOSAL
Sewer Ad Hoc Chairperson Mathers spoke on the indications of sewer line infiltration. Manager Honeysett spoke of the various types of broken sewer pipe repair. He said only one of seven contacted companies responded to the Village’s RFP; the previous sleeving company, and at a lower cost per foot.

Motion by Mathers, Seconded by Moore, to authorize the Village Manager to contract with ProForm Pipe Lining of Mishawaka, Indiana, to install 651 feet of cured-in-place lining in the sewer main on West Water Street at a cost of $28,213.50, plus $950.00 per day (for up to three days) of bypass pumping, money to come from the Dell Lawsuit money. Motion passed by Roll Call 7 – 0. Voting YES: Trustees Brewer, Brown, Harder, LaFluer, Mathers, Moore, and President Weiss. Voting NO: None.

UNSAFE BUILDING – 557 OSBORN STREET
Roberts Brothers Excavating are awaiting approval of the demolition application submitted to the State of Michigan. Demolition is expected to be finished before onset of winter.

SAFE ROUTES 2 SCHOOL UPDATE
Manager Honeysett gave a reminder of the November 9 th Walking Audit & Community meeting for the proposed Safe Routes To School Grant application process.

MILEAGE REIMBURSEMENT – FIRE DEPARTMENT
Fire Commissioner Moore was approached by Fire Department members requesting an increase in their mileage rate reimbursement to match the Village/IRS rate. The Council can only recommend to the Fire Board, the latter dictating Fire Department compensation.

Motion by Brown, Seconded by Mathers, to direct the Village’s Constantine Fire Board representative to favor the Fire Department’s request to set their mileage reimbursement at the standard IRS rate. Motion passed by affirmation 7 – 0.

AUDIT REPORT – BUDGET YEAR ENDING 3-31-09
Auditor Rick Strawser of Norman & Paulsen will attend the Regular November 16 th meeting to discuss the Village’s 2009 Audit Report.

MANAGER’S EVALUATION
Motion by Brewer, Seconded by Harder, to go into Closed Session at the request of the Village Manager for the purpose of discussing the Village Manager’s Evaluation. Motion passed by Roll Call 7 – 0. Voting YES: Trustees Brewer, Brown, Harder, LaFluer, Mathers, Moore, and President Weiss. Voting NO: None.

Recessed meeting at 7:50PM.

Reconvened meeting at 8:41PM.

Clerk Strawser reminded Personnel Committee members that all original records relating to the Manager’s Evaluation needed to be turned into the Clerk’s office; they said they would be turned in by the end of the week.

Clerk Strawser informed the Council that the Constantine Township Board has asked for comment on the Constantine Township Master Plan, which is available for review by hard or electronic copy. The Clerk also reminded the Council to make reservations for the upcoming Elected Officials Academy in Kalamazoo.
