Regular Council Meeting August 3, 2009
Village Hall 8:00 P.M.

President Pro-Tem Mathers called the Regular August 3, 2009 meeting of the Constantine Village Council to order at 8:00PM at the Village Hall.

ROLL CALL
Present at Roll Call: Trustees Brewer, Brown, Harder, LaFluer, Mathers and Moore. Also present: Manager Honeysett, Treasurer Strawser, Administrative Assistant Lammott and Clerk Strawser. Absent: President Weiss. The pledge of allegiance followed Roll Call.

AGENDA
Motion by Brewer, Seconded by Brown, to adopt the agenda as presented. Motion passed by affirmation 6 - 0. [President Weiss absent.]

MINUTES
Motion by Brewer, Seconded by LaFluer, to approve the February 28, 2009 Budget Work Session minutes as corrected. Motion passed by Roll Call 5-0. Trustee Moore abstained, as she did not attend the work session. [President Weiss absent.] Correction: Page 1, Paragraph 12 – removed(since no action can take place during a work session)- Motion to adjourn at 10:20am by Trustee Brewer. Motion carried. - change to readMeeting adjourned at 10:20AM .

Motion by Brewer, Seconded by Harder, to approve the Regular July 20, 2009 meeting minutes as presented. Motion passed by affirmation 5 –1. Voting YES: Brewer, Harder, LaFluer, Mathers and Moore. Voting NO: Brown. [President Weiss absent.]

In response to questions from trustees regarding the continuing meeting recording problems, Manager Honeysett said Clerk Strawser had provided a variety of options and he would work with her to set up product demonstrations as soon as possible.

AUDIENCE PARTICIPATION
No one rose to speak.

UNSAFE BUILDING – 557 OSBORN STREET
Manager Honeysett said that repeated attempts to communicate with the mortgage company holding title to the property at 557 Osborn Street failed to get a response. He will begin seeking demolition bids prior to the deadline.

NATIONAL NIGHT OUT
Manager Honeysett thanked the many individual and corporate contributors providing free hot dogs and drinks, etc. for the August 4 th National Night Out event, a county-wide sanctioned event with Constantine serving as hosts. Publicity was provided to all local media outlets.

DDA DIRECTOR
Trustee Brewer, head of the Personnel Committee, gave the history/reasons the DDA (Downtown Development Authority) wished to appoint Diana Lammott DDA Director. The Personnel Committee worked with the DDA so that Ms. Lammott could remain the Administrative Assistant while also serving as DDA Director without a loss of current fringes and benefits. In response to Trustee Brown’s question, Manager Honeysett said that the Village would pay Ms. Lammott her regular Administrative Assistant salary with the Village being reimbursed by the DDA for any DDA hours worked during that pay period.

Motion by Brewer, Seconded by Harder, to appoint Diana Lammott as the Director of the DDA for approximately (10) ten hours a week as the rate of $25.00 per hour including fringes and taxes. The Village Manager and Diana Lammott will keep track of the hours worked for the DDA. This proposal will be for a trial period of (6) six months. Motion passed by Roll Call 6 – 0. [President Weiss absent.]

HARVEST FESTIVAL 2009
Manager Honeysett said that the Cool Cities Committee has scheduled the 2009 Harvest Festival for Saturday, September 12 th (rain date is September 19 th). He asked for volunteers to help with planning and to work the day of the event. Darryl and Trina Hagey are co-chairpersons for the event. Harvest Festival meetings are Wednesdays at 6:00PM at the Village Hall.
